2002 SLAC Garden Club Charter


SLAC Garden Club Rules

 

1.      Eligible members include SLAC full/part-time and retired employees.

a.       Retired members must have had membership prior to retirement.

2.      Plots

a.       Designated 10’ x 20’ lots

b.      Plots will be assigned to individuals

c.       A maximum of 2 plots may be assigned and reserved per member.

3.      A general meeting of all club members will be held by February 15th.  A new executive committee will be elected and a walk-thru committee will be formed.

a.       The executive committee includes three offices.

                                                               i.      President

1.      One year term

2.      Official representative of SLAC Garden Club

3.      Call garden club meetings with at least a two-week notice and issue an agenda one week prior

4.      Co-sign checks

5.      Responsible for daily garden maintenance

                                                             ii.      Secretary

1.      One year term

2.      Responsible for maintaining club membership roster and waiting list

3.      Web tsar

4.      Responsible for meeting minutes.

                                                            iii.      Treasurer

1.      Maintain bank account

2.      Collect dues

3.      Co-sign checks

4.      Present annual fiscal report at annual meeting

b.      A relaxed version of Robert’s Rules of Order will be followed.

                                                               i.      A motion on the floor carries with a simple majority combined vote of the present members and proxy votes.

1.      Proxy votes must be submitted to a member of the executive committee in writing and signed.

2.      A proxy vote is not valid if the motion on the floor is amended at the meeting.

a.       However, in the event of proxy vote(s) determining the outcome of a motion, the members who submitted a proxy vote may re-submit within three days of the vote.  These are then valid and will be included in the final tally of the said motion.

c.       Walk-thru Committee

                                                               i.      Three members appointed by the President

                                                             ii.      Walk garden on May 1st (the following Monday if the 1st falls on a weekend) to determine plot inactivity and/or misuse.

                                                            iii.      The committee will be consulted if any grievances arise throughout the calendar year.

4.      The executive committee will approve club purchases of less than $100.  Club purchases of $100 or greater must receive club approval.  All checks are to be signed by the president and the treasurer.

5.      By March 1st of the current year, members must renew their original plot(s).  The fee will be determined at the annual meeting and checks will be made to:  SLAC Garden Club.

6.      Waiting list candidates will be assigned any remaining plots on March 15th.

7.      Additional plot requests will be taken on April 1st and will be on a first come basis.

a.       Third or greater plots will be temporarily assigned for the current year.

8.      If any member desires to forfeit their plot(s), they are to notify the secretary.  At no time can the plot(s) be arbitrarily given to someone else.  A plot can only be re-assigned by the executive committee.

9.      All members are required to work their plot(s).  All plots must show signs of intent to garden by May 1st of the current year or they will be automatically forfeited for re-assignment.  Plots and their adjoining areas must be maintained or they will be subject to re-assignment.

a.       Plot areas and adjacent walkways are to be cleared of weeds and debris by the individual.

b.      Do not encroach upon walkways and neighboring plots with structures and/or vegetation.

c.       Structures and/or vegetation shall not interfere with a neighbors plot.

d.      Club tools are to be stored at all times in the shed.

e.       Members must carry out their trash.

10.  The club shall maintain general areas.

11.  The west and east gates shall remain closed at all times and locked when no one is present.
