US-Japan Cooperative Program in High Energy Physics

For almost 20 years the U.S. and Japanese governments have cooperated in High-Energy Physics research.  These coordinated efforts have resulted in the advancement of various technologies.  In resent years, the advancements at SLAC have garnered increasing interest from the funding organizations. In response to the increased attention, the US-Japan Cooperative Program (US-Japan) at SLAC has begun a program to improve communications at all levels and to make the funding process more efficient.

The primary responsibility of the US-Japan at SLAC is the coordination of funds from the Japanese Ministry of Education, Science and Culture (Monkasho) to the Department of Energy (D.O.E.) related to High Energy Physics programs at SLAC.  Each year a KEK representative (usually a physicist) is assigned to the SLAC facility as the financial officer of the US-Japan.  This position has been held by many accomplished researchers including; Nobuhiro Terunuma (JFY 99 & 00), Seishi Takeda (JFY98), Shigeru Kuroda (JFY97) and Mitsuo Akemoto (JFY96).  The Japanese fiscal year begins on April 1st, so a new financial officer arrives each spring.  This year Hajime Mizuno has taken a break from the Accelerator research program to accept the assignment.

During the past 20 years many differences between Japanese and US business and fiscal practices have been uncovered and resolved, but new issues arise every year.  Each year the new financial officer needed to discover the lessons learned by previous financial officers while resolving the issues of the day.   US-Japan financial officers at the Fermi Laboratory in Illinois and the Brookhaven National Laboratory in New York have been assigned bilingual administrative assistants by the host facility.  The permanent support positions allow each financial officer to become effective more quickly as they assume the responsibilities. In 1998, SLAC assigned Naomi Nagahashi to support the financial officer and to assist with other NLC and ATF issues.

At the beginning of each fiscal year, the US-Japan Committee meets to develop the annual budgets. The financial officer announces the budgets to each Department Head and the accounting officers.  The first installments of the funding are made available in June and can be applied to invoice starting July 1st.  Chris Foundulious from the SLAC accounting department is responsible for Technical Division/KEK charges, Charlotte Chang is for Research Division and  and have been helping to improve the invoicing processes.

The financial officer and the administrative assistant are also responsible to coordinate the planning and diplomacy of all visits to SLAC by representatives of KEK, the Monkasho. SLAC, the US-Japan and the researchers received high praise after the FY98 visits, strengthening support for future projects.  There are also times that they must coordinate the distribution of funds to LBNL and other research facilities in the US.

The SLAC administration has been extremely cooperative and supportive of the US-Japan activities.  Greg Loew is a valued advisor and has been a mediator between SLAC and the US-Japan.   His support and guidance are essential to the continued improvement of all US-Japan activities.
