Transverse Normalized Emittance

For the Damping ring could be easier to achieve the design transverse normalized emittance (gamepsx=8e-6m, gamepsy=2e-8m) with an horizontal emittance smaller than the nominal one and a larger vertical emittance. For example (gamepsx=5.3e-6m, gamepsy=3e-8m) or (gamepsx=4e-6m, gamepsy=4e-8m). How would that impact on luminosity?
